The New Dodge Compact for 2013: Car Spy

Dodge is designing a new compact to be revealed next year, based on the Alfa Romeo Giulietta. We don?t know if it?ll keep the name Dodge Caliber, but our car spy can tell that it?ll be a mean performance machine. By Jim Dunne

We finally get a closer look at what Dodge has in mind for the new compact model it plans to introduce next year. The 2013 model will replace the Caliber, but we don?t yet know if the name will remain. What?s important, however, is that this new compact will be the first fruit of the Fiat-Chrysler merger. The car will be based roughly on the Alfa Romeo Giulietta, though major differences in size and shape are evident.

The styling is all Dodge. At the front is a softer nose that blends into a steeply sloped windshield. While the combination here presents gentle lines, there is an undeniable projection of power and muscle. The rounded roof flows smoothly rearward almost to the tip of the trunk, keeping with current styling trends.

Debt funds needed in all eurozone states: Germany (Reuters)

BERLIN (Reuters) ? Every country in the euro zone needs to set up a special national fund for sovereign debt that is more than 60 percent of gross domestic product, Germany's finance minister told a newspaper.

Wolfgang Schaeuble, detailing a proposal he will make at a European Union summit on December 9, told the Passauer Neue Presse that a total of 500 billion euros ($672 billion) would need to go into the German fund.

"We need a redemption fund in every single country of the euro zone," he told the newspaper in comments released on Saturday.

Tax revenues should be used to support the funds, Schaeuble said, adding that Germany would not need to raise taxes to implement the plan.

"Around 500 billion euros needs to be stored in the fund. This affects federal, state and municipal debt," he said.

German Chancellor Angela Merkel believes Schaeuble's proposal could help restore confidence in the euro, her spokesman said on Friday.

"The chancellor welcomes the proposal of introducing national redemption funds as very interesting," Steffen Seibert told a news conference.

Merkel has ruled out the idea of common euro zone debt issuance as a way to restore confidence in the currency bloc and Schaeuble again underlined Germany's opposition in the newspaper interview.

"There cannot be euro bonds. The German economy would be overburdened should we have to guarantee the debts of all the states. On top of this, the necessary pressure on countries to sort out their national debt problems would fall by the wayside.

If all were to keep to the stability criteria, then the problem is solved by itself."

Asked whether the European Central Bank's recent bond buying activities could increase inflation risks, Schaeuble said there was no reason to fear this.

"Serious economists see neither risk nor signs of inflation dangers. The euro is stable, inside and out."

He also rejected the idea of kicking Greece out of the euro zone as a way to help end the crisis.

"We can't just show states the door if they have difficulties. Also, the economic consequences would be totally unforeseeable were one or more countries to leave the euro zone. The vast majority say that this would be the worst of all developments."

Hurricane-force Santa Ana winds: Another sign of global warming? (The Christian Science Monitor)

Los Angeles ? The unseasonably strong Santa Ana winds that have pounded southern California during the past two days have left hundreds of thousands of residents without power, not to mention closed schools and businesses. Many counties are on emergency footing and even Griffith Park, one of the nation?s largest urban parks, has closed as crews struggle to clear fallen trees and debris away from power lines and off roads.

But the extreme winds ? the strongest in at least a decade ? have also raised the familiar question: Are they one more indication of global warming's larger trend toward extreme weather?

The answer is no. Mostly.

On one hand, most scientists agree that ?the extremity and magnitude of extreme weather events has been trending upwards over the past 60 years,? says John Plavan, CEO of EarthRisk Technologies, a San Diego firm that models weather-related risks for energy clients.

Yet the same climate changes that are driving certain extreme weather events will also soften others, says David Easterling of the National Climatic Data Center, a part of the National Oceanic and Atmospheric Administration in Asheville, N.C.

The Santa Ana winds could be an example of that. The annual winds that sweep through southern California from November through April are caused by high-pressure systems sweeping cool air from the Great Basin southwest into the Los Angeles Basin. As the winds descend the San Gabriel Mountains, they heat rapidly, resulting in the hot, strong winds.

But as climate changes raise temperatures in the Great Basin, the engine driving the Santa Anas could dissipate, ?leading to less extreme Santa Anas in the future.?

In another 25 to 50 years, those winds will significantly decline, says Dr. Easterling.

But he is quick to point out that other extreme events tied to climate change ? such as heat waves and precipitation ? will accelerate. ?If you are in a flood-plain area, more insurance down the line might not be a bad idea,? he adds.

Extreme weather events are an important signal bell for the rest of society, even if they're not tied to climate change, says Villanova University assistant professor of geography and the environment Keith Henderson.

?Extreme events naturally attract a lot of attention, especially from the public,? he writes in an e-mail. ?The impact of extreme events, both real and perceived, makes it important that we study climate variability as much as climate change. We need to better understand the frequency, intensity, and patterns of extremes to better understand how weather and climate affect society.?

The need for longer-term forecasting models is growing, adds Mr. Plavan. While forecasting specific events is difficult, using decades of previous years' data can help project probabilities.

For instance, if experts can produce data that show a city is 40 percent more likely to have a major heat wave over a certain time frame, Plavan says, ?then the city can plan from a longer-range perspective, rather than doing the equivalent of buying a snow shovel no matter the cost when the heavy snow starts to fall.?

Britain, EU to intensify pressure on Iran (Reuters)

BRUSSELS (Reuters) ? European Union foreign ministers aim to exert pressure on Iran and deepen its economic isolation, but the nature of new sanctions is still being discussed, Britain and the EU's foreign policy chief said on Thursday.

"I hope we will agree today additional measures that will be an intensification of the economic pressure on Iran, peaceful legitimate economic pressure, particularly to increase the isolation of the Iranian financial sector," British Foreign Minister William Hague said, two days after protesters stormed the British Embassy in Tehran.

Hague also blamed the Iranian government for assisting the Syrian government in trying to suppress protests in Syria.

European Union foreign policy chief, Catherine Ashton, arriving just after Hague for a meeting of foreign ministers in Brussels, said there was support for new sanctions.

"On Iran it's a case of adding more," Ashton said. "You know we've been working to, if you like ratchet up the sanctions," she said. "We're talking about a range of sanctions. It will be decided today exactly what those sanctions should be."
