Teen convicted of London riots assault on student (AP)

LONDON ? A British teenager has been convicted of assaulting a Malaysian student during the London riots, an attack that drew outrage in Britain.

A jury at London's Wood Green Crown Court found 17-year-old Beau Isagba guilty Thursday of grievous bodily harm for punching Mohammed Asyraf Haziq Rossli during August's unrest, breaking his jaw.

An onlooker's video showed youths assaulting 20-year-old Rossli, grabbing his bike and phone. Others pretended to come to his aid before unzipping and emptying his backpack. Two other men are due to stand trial for that theft.

The video was seen around the world, with Prime Minister David Cameron describing the incident as a sign of societal malaise.

The judge said Isagba faced "a long prison sentence" when he is sentenced March 9.

(AP) ? Alberto Contador was stripped of his 2010 Tour de France title Monday and banned for two years after sport's highest court found the Spanish cyclist guilty of doping.

The Court of Arbitration for Sport suspended the three-time Tour champion after rejecting his claim that his positive test for clenbuterol was caused by eating contaminated meat on a 2010 Tour rest day.

The three-man CAS panel upheld appeals by the International Cycling Union and World Anti-Doping Agency, which challenged a Spanish cycling tribunal's decision last year to exonerate Contador.

"The presence of clenbuterol was more likely caused by the ingestion of a contaminated food supplement," CAS said in its ruling in Lausanne, Switzerland.

CAS backdated Contador's ban and he is eligible to return to competition on Aug. 6. The ban means Contador will miss the Giro d'Italia, the Tour de France and the London Olympics, but he would be eligible to ride in the Spanish Vuelta, which begins Aug. 18.

Contador had no immediate comment and is expected to hold a news conference Tuesday. He can appeal the verdict to Switzerland's supreme court.

The ruling on Contador came just three days after U.S. federal prosecutors dropped a doping investigation involving seven-time Tour winner Lance Armstrong. The American was a teammate of Contador during the Spaniard's 2009 Tour victory. The revised list of champions shows Armstrong and Contador combined to win nine of the 11 Tours from 1999-2009.

Contador is one of only five cyclists to win the three Grand Tours ? the Tour, the Giro and the Vuelta. He also won the Tour de France in 2007 and 2009.

Contador becomes only the second Tour de France champion to be disqualified and stripped of victory for doping. The first was Floyd Landis, the American who lost his 2006 title after testing positive for testosterone.

Andy Schleck of Luxembourg, who finished second at the 2010 Tour, stands to be elevated to victory.

"There is no reason to be happy now," Schleck said in a statement issued by his team, RadioShack Nissan Trek. "First of all I feel sad for Alberto. I always believed in his innocence. I battled with Contador in that race and I lost."

Contador blamed steak bought from a Basque producer for his high reading of clenbuterol, which is sometimes used by farmers to fatten their livestock. To avoid a doping ban, he needed to prove how the anabolic drug entered his body and convince the panel he was not to blame.

CAS said both the meat contamination theory and a blood transfusion scenario for the positive test were "possible" but "equally unlikely."

"The Panel found that there were no established facts that would elevate the possibility of meat contamination to an event that could have occurred on a balance of probabilities," CAS said. "Unlike certain other countries, notably outside Europe, Spain is not known to have a contamination problem with clenbuterol in meat. Furthermore, no other cases of athletes having tested positive to clenbuterol allegedly in connection with the consumption of Spanish meat are known."

CAS secretary general Matthieu Reeb said the doping offense was "not contested," only the explanation for how the clenbuterol got into Contador's system.

"It is just the application of the rules, the fact that there was a positive test," Reeb told reporters. "In the end, it is not so spectacular. There is a clear decision based on a positive test. There was no reason to exonerate the athlete, so the sanction is two years."

Contador kept racing after his positive test on a 2010 Tour rest day. He will be stripped of all results from races in which he participated since Jan. 25, 2011 ? the day the Spanish federation proposed a one-year ban. That period includes his Giro d'Italia victory last season.

"This is a sad day for our sport," UCI president Pat McQuaid said. "Some may think of it as a victory, but that is not at all the case. There are no winners when it comes to the issue of doping: every case, irrespective of its characteristics, is always a case too many."

CAS said it would rule later on a request by UCI to fine Contador $3.25 million.

The CAS ruling revealed that WADA tried to introduce a protected witness at Contador's hearing. The panel, however, rejected the anonymous testimony about "events that allegedly happened in 2005 and 2006."

If Contador appeals to the Swiss Federal Tribunal, the court can decide the legal process was abused but would not examine the merits of the evidence. A federal appeal process typically takes several months, though the court rarely overrules CAS.

Contador tested positive on the July 21 rest day. The positive results were not confirmed publicly until September 2010, when the UCI announced it had provisionally suspended him pending an investigation by Spain's cycling body.

Contador was originally cleared last February by the Spanish cycling federation's tribunal, which rejected a recommendation to impose a one-year ban. Days earlier, then Spanish Prime Minister Jose Luis Rodriguez Zapatero said on Twitter that there was no reason to punish the rider, who is idolized in his country.

"The fault is with the institutions that haven't served their purpose and who haven't been able to review a case like this," Contador said of his case, nearly one year ago. "It's been six months of sleepless nights, pulling your hair out ? there are times when I cried."

After the UCI and WADA appealed the Spanish verdict, a twice-postponed hearing was heard by CAS in November.

The four-day session almost ended in chaos as lawyers for the UCI and WADA considered walking out when the panel chairman, Israeli lawyer Efraim Barak, prevented one of their expert witnesses from being questioned about the science of blood doping and transfusions.

Contador attended the closed-door hearing, which ended with him making a personal plea of innocence to the arbitrators. The panel also included German law professor Ulrich Haas, nominated by Contador's side, and Geneva-based lawyer Quentin Byrne-Sutton, selected by the UCI and WADA.

The complex 18-month legal case has also raised questions about the status of clenbuterol in anti-doping rules and the honesty of Spanish farmers. The drug is banned in Europe.

Contador is under contract to ride in 2012 for the Danish team Saxo Bank.

Team spokesman Anders Damgaard said the team was studying the ruling before making any comment.

Team owner Bjarne Riis admitted in 2007 that he had used the performance-enhancing drug EPO during his career, including when he won the 1996 Tour de France.

NATO mulls paying for Afghan forces after 2014

BRUSSELS (AP) ? NATO's top official said Friday that the alliance expects regional powers to contribute to a multibillion dollar fund to finance the Afghan army and police after they assume full responsibility for the war in 2014.

Since Afghanistan ? one of the world's poorest nations ? cannot foot the estimated $6 billion (euro4.6 billion) annual bill, NATO nations will have to pay the bulk of it. But austerity measures and budgetary cuts caused by the financial crisis in the United States and Europe are making it difficult to raise the money within the alliance.

Anders Fogh Rasmussen said he was appealing to the entire international community to help finance the force.

Asked whether he was specifically referring to China, India and Russia, he replied: "It's a call on the whole of the international community to contribute to financing the Afghan security forces because I think it is also in the interest of countries in the region to see a stable and secure Afghanistan."

"So my call on the international community also includes countries in the region," he said.

Fogh Rasmussen said defense ministers had also discussed the "sustainable size" of the future Afghan army and police, but that a final decision will be left to the NATO summit in Chicago next May.

The two-day meeting in Brussels of ministers from NATO's 28 nations and 22 other countries taking part in the war in Afghanistan is meant to pave the way for the Chicago summit.

The Afghan army and police are scheduled to grow to more than 350,000 members by 2014. But some have projected that the force can be safely reduced in order to reduce its costs.

"A reasonable number would be 230,000," French Defense Minister Gerard Longuet said after the meeting.

The Taliban insurgents are estimated to have about 20,000 armed men.

A related unresolved question that also will be taken up in Chicago is the number of U.S. and other foreign troops that might remain behind and what missions they would be assigned.

The debate on the costs of the Afghan security forces came after NATO allies agreed broadly on Thursday to step back from the lead combat role in Afghanistan and let local forces take their place as early as next year, a shortened timetable that startled officials and members of the U.S. Congress.

Longuet said Paris would start drawing down its 3,600-strong contingent in March, and expects the withdrawal to be completed by mid-2013.

U.S. Defense Secretary Leon Panetta caused a stir when he said that he foresaw American and NATO forces switching from a combat role to a support role by mid- to late-2013. He said this was a natural transition in line with the NATO goal, announced in November 2010, of having every Afghan province placed in government control by the end of 2014.

Until that remark, however, it was widely assumed that NATO forces would remain in the lead until the end of 2014, when most foreign forces are scheduled to be withdrawn.

His remark prompted some Republicans in Washington to complain that the Obama administration was unwisely telegraphing its intentions to the Taliban.

Fogh Rasmussen also announced that NATO would purchase five long-range reconnaissance drones for the alliance's new Ground Surveillance System.

Although the alliance has been planning the purchase for more than a decade, it was only after the recent air war over Libya that the matter received serious consideration. During that conflict, NATO air forces had to depend almost entirely on U.S. drones and surveillance aircraft for targeting information.

A group of 13 nations will purchase the Northrop Grumman drones known as the Global Hawk, which can stay aloft for 24 hours, and NATO will then maintain and operate them on behalf of all 28 allies.

"This will give our commanders the ability to see what is happening on the ground at long range and over periods of time ? around the clock, and in any weather," Fogh Rasmussen said.

The NATO announcement came just days after Pentagon officials said budget cuts will force an end to purchases of the Global Hawks for the U.S. Air Force in favor of retaining the less expensive, high-altitude U-2 spy plane.

Palestinians hurl shoes at visiting UN chief (AP)

BEIT HANOUN, Gaza Strip ? Palestinians tried to block the U.N. chief from entering the Gaza Strip and flung shoes at his armored convoy on Thursday, the second day of Ban Ki-moon's mission to the region to keep informal peace talks alive.

About 40 relatives of Palestinian prisoners held in Israeli jails for a range of violent attacks gathered at the Erez Crossing between Gaza and Israel, hoisting posters with pictures of their loved ones and signs in English and Arabic reading, "Ban Ki-moon, enough bias to Israel."

Some swung their signs and wooden sticks at Ban's convoy in protest. Three of them threw slippers at his car and another hurled a boot ? an insulting gesture that is associated with an Iraqi protester who hurled his shoes at former U.S. President George W. Bush at a news conference in Baghdad in 2008.

The Gaza prisoners' relatives, angry that Ban would not be meeting with them, formed a human chain at the crossing in an effort to block his vehicle, but Hamas security forces moved them away so Ban could enter the coastal territory.

"We came here in a symbolic message to Mr. Ban Ki-moon that Palestinians from Gaza want to have the right to visit their children and loved ones in Israeli jails," said Jamal Farwana, a spokesman for Gaza prisoners' families. "He should make more of an effort to release the prisoners and we wonder why every time he avoids meeting families of Palestinian prisoners."

Israel holds about 7,000 Palestinian prisoners, after recently freeing more than 1,000 in exchange for a captive Israeli soldier. Many of the prisoners were convicted of carrying out deadly attacks against Israeli civilians.

Relatives of prisoners from Gaza haven't been able to visit them in jail since 2006 because of strict restrictions on who can enter Israel from the coastal strip, which is run by Hamas militants violently opposed to Israel.

Local activists boycotted a planned meeting with Ban on Thursday because the U.N. chief did not meet with the prisoners' relatives.

Ban is on a mission to the area to try to keep informal talks between Palestinians and Israelis going. In Gaza, he met with U.N. relief officials, aid groups and human rights organizations.

He also visited a U.N.-funded housing project in southern Gaza, where protesters held up signs saying, "We want to lift the siege on Gaza" ? referring to Israeli restrictions on the entry and exit to and from Gaza of people and goods.

Speaking to reporters, Ban thanked the people of Gaza for their "warm welcome."

"I met many people who were waiting for me at the entrance and I fully share their fear and frustration. That is why I am here," he said, referring to the incident at the border crossing. "There is a very dire social, economic and humanitarian problem. People need to move freely ... I have urged the Israeli authorities to lift the restrictions completely and unconditionally."

Ban's visit was being heavily secured by Hamas security forces, but he will not be meeting with members of the Hamas government, who are widely shunned internationally over their refusal to renounce violence.

From Gaza, the U.N. chief was due re-enter Israel to visit a border town that has been pounded over the years by Palestinian rocket and mortar fire.

"All this violence must stop," he said in Gaza. "I would urge the Palestinians from Gaza: they must stop firing rockets on the Israeli side ... this killing of civilians is not acceptable."

Gaza gunmen broke a weekslong lull in violence after Ban's arrival in the region on Wednesday, firing a volley of mortar shells into southern Israel. They exploded in open fields without causing casualties.

Ban spent Wednesday meeting with Israeli leaders and leaders of the Western-backed government of Palestinian President Mahmoud Abbas in the West Bank.

He urged Israel to halt settlement construction and present detailed proposals for a border with a future Palestinian state. And he tried to persuade the Palestinians to continue low-level meetings with Israel that the international community hopes will evolve into serious negotiations.

Abbas has said the Jordanian-mediated meetings have run their course, but that he'll decide whether to resume them after consulting with the Arab League next week. Ban said he had urged the Israelis to provide some good will measures to build confidence between the sides.

Formal peace talks stalled more than three years, save for a brief three weeks in late 2010. The Palestinians say there is no point in negotiating as long as Israel continues to settle its citizens in the West Bank and east Jerusalem ? areas they want for their future state, along with Gaza.

Israel has rejected Palestinian demands for a settlement freeze ahead of any full-fledged negotiations. It says it wants to continue the exploratory talks and criticizes the Palestinians for imposing conditions on negotiations.

Gaming has reached new heights these past couple of years. The new age of gaming is product of a fast paced evolutionary development. The most popular games now are those played online. Since the very first console game, it seemed addiction spread like a virus. Atari and Nintendo were among the first to be on the playing field. Later on, Nintendo released the SUPER NES, Gameboy and Nintendo 64. A couple of Sega branded consoles also came out of the market. But when Sony came into play, the competition became tough because of the very 1st PlayStation.

Aside from video game dedicated consoles, game developers also made games for desktop PCs. The advantage of this platform is its flexibility and expandability. Consoles are limited to the hardware that they are built with. PCs have flexible operating systems and expandable hardware components. From playing the very first Prince of Persia, an owner can just buy some upgrades and then play the all-time favorite StarCraft I. StarCraft, WarCraft and Diablo probably sparked the beginnings of the online gaming community. Blizzard offered Battle Net gaming for StarCraft and Diablo.

As technology developed at the speed of light, consoles also gained the capacity to connect to the internet. These consoles were modem ready. Going back to desktop, the first dedicated online RPG games came about at the same time, on of which is Ragnarok. During that time, the graphics weren?t all too good because of limitations with the current internet technology. What made up for mediocre graphics was the opportunity to meet and chat with other players online.

Nowadays, these online games are called MMORPG or Massive Multiplayer Online Role Playing Games. They have hard core graphics and great storylines on top of the whole social media aspect. It lets people create their fantasy character or avatars online. It lets people live adventures and be in fairy tales.

The PlayStation Network and Xbox live offers hard core online gaming. Console gaming platforms are now dedicated to playing MMORPG as well. Nowadays, online games are also available in 2d form for smartphones and tabs and samples of them are dress up games and fight games. Dressup games and many other Apps do not have hard core graphics but have the allure of cartoony graphics and ease of playing.

Nightmare-Possibly losing the kids - Adoption.com Forums

So much of the time, this is the way foster care works...and frankly, I feel it's not usually IN the best interests of the children....but in our state, it's the sad state of affairs. (sigh)
I would suggest that you contact the childrens' CASA worker. IF they have a CASA worker, you might be able to discuss the entire situation with him/her and perhaps have some help in determining what would be the best scenario. Not that this will always happen, but we HAVE seen where a CASA worker's opinion trumped that of the majority opinion. The judge took the CASA's point of view VERY seriously.

Can you request a bonding evaluation to show that the children are, indeed, doing well in your home and might suffer to be moved? My hunch is that the grandmother IS being pushed into this by a biodad. This isn't unusual either...and why the courts don't see this for what it is---is inexcusable.
If you can't get an eval done, then it might be wise to contact an attorney to help with your case. A lot will depend on what you were told when the children were placed with you: Were they placed as foster to adopt....legal risk, or simply foster children you were hoping to adopt if possible.
How the system placed them will have an impact on how the judge will view this as well...at least that's what so often happens.
Best of luck. I personally know how heartbreaking this can be...which is one reason we quit being foster parents and why the foster care system is not a favorite of mine.

Prince Harry's duty: Beach volleyball in Rio (AP)

LONDON ? Prince Harry will combine sports, military exercises and meetings with school children and locals on his first-ever trip as an official representative of Queen Elizabeth II, palace officials said Wednesday.

His destinations sound pleasant, at least to Brits freezing in the February cold. The red-haired prince will travel to Bahamas, Belize, Jamaica and Brazil, where he will find the time for a few games of beach volleyball in sensuous Rio de Janeiro. He also plans a visit to Usain Bolt Stadium in Jamaica, where he hopes to meet the Olympic hero.

Most of the trip is connected to the queen's diamond jubilee celebrations in British realms throughout the world.

While Harry prepares for this jaunt, his older brother Prince William is about to start a six-week military deployment to the Falklands Islands, where he will serve as a search and rescue helicopter pilot.

Officials have not confirmed William's departure date because of operational security concerns amid indications that his departure is imminent. Tensions over the disputed islands ? claimed by both Britain and Argentina ? have risen in recent weeks.

In a concession to her advancing years, the queen has asked her children and grandchildren to attend jubilee festivities overseas, and officials say she asked Harry to travel to the Caribbean on her behalf.

He will also travel to Brazil at the tail end of the trip at the request of the British government on a trip to promote ties and emphasize the transition from the upcoming 2012 London Games to the summer Olympics to be held in Rio in four years time.

Hence the beach volleyball in Rio. Officials won't say which beach has been chosen, but it won't be Copacabana or Ipanema, the city's two most famous. The matches also may disappoint photographers longing for the chance to catch the prince playing sports with women volleyball stars. Officials say it is likely to be a men's only game.

Jamie Lowther-Pinkerton, Harry's private secretary, said Harry is excited about the trip.

"Prince Harry is really bouncing about this tour, that's the first thing to say. He's hugely, hugely looking forward to it," said Lowther-Pinkerton. "The tour's itinerary reflects, with its mixture of formality and informality, Prince Harry's wish to pay personal tribute to his grandmother the Queen but also to spend time wherever possible with young people in all three countries."

The prince is expected to arrive in Belize on March 2.

The diamond jubilee festivities in Belize will include a raucous street party, Lowther-Pinkerton said, and Harry will also have a chance to tour a Mayan temple and meet with school children and military forces.

In the Bahamas, officials say Harry will give a speech chronicling the royal family's links to the islands and take part in a maritime security operation.

He plans a number of events in Jamaica, including a stop at Usain Bolt Stadium.

Officials say they hope Bolt is able to meet with the prince, despite the sprinter's intense training schedule, and may be willing to offer Harry a few pointers about how to get a quick start in a race.

Chicago Health Centers Receive $1 Million for HIV Testing (ContributorNetwork)

According to the Associated Press, the Chicago Department of Public Health has announced the city will be receiving about $1 million in federal funding to provide routine HIV testing and counseling services to Chicago's community mental health and substance abuse centers. The federal grants come from the Substance Abuse and Mental Health Service Administration. Additionally, the funding comes after the city was granted $500,000 to provide more psychiatric services at the health centers as well.

With the announcement of this grant, here are some facts on how Chicago and Cook County are improving the health services available to residents and difficulties facing these services:

* In his 2012 budget proposal, Chicago Mayor Rahm Emanuel laid out plans to cut mental health clinics in the city as a way to help close the city's large budget gap, according to the Huffington Post.

* The Chicago Tribune noted the budget plan would call for closing six mental health centers in the city as a way to save Chicago taxpayers about $3 million each year.

* About 5,100 of the patients receiving services from the city's mental health centers, approximately 3,000 have no insurance or not enough coverage to receive the specific services they need.

* Earlier this month, it was announced that Chicago would be receiving $8.1 million in federal funding for HIV/AIDS testing over the next five years, which is an increase over the previous $7.4 million, noted the Austin Weekly News.

* HIV/AIDS testing is extremely crucial in Chicago where an estimated 22,000 people are living with the condition and another 5,800 are believed to have the virus but are unaware or have not been tested.

* In November, Cook County Board President Toni Preckwinkle announced the county would increase its contribution to health care for low-income residents by $2 million, reported another article from the Chicago Tribune.

* The $2 million boost the county's healthcare system would be primarily funding through expanding the tax on titled property, including cars and boats, purchased in Cook County by 1 percent.

* Last year the Cook County Department of Public Health chose to slash a local program through the federal Women, Infants, and Children program after several years of it costing more than what the federal department had allotted, added an article from the Chicago Sun-Times.

* In June, the Cook County health and hospital governing board told the county department to reverse its decision and apply for the WIC program, which provides health screenings for pregnant women and nutritional aid for infants.
